This seems to be a common criticism of Rudd and his Government. The era of reform thus far can be summarised as:
Step 1: Announce bold promise to fix/reform/tackle [insert issue]
Step 2: Commission white paper/report/etc
Step 3: Consult widely with stakeholders
Step 4: Get distracted by something else in the news cycle
Step 5: Have some committee meetings
Step 6: More consultation (even if no one shows up to the information sessions)
Step 7: Backpedal from major reform and launch a rebranded but otherwise similar/identical service/policy or make minor tweaks only
Step 8: Congratulate everyone on a job well done

For examples refer to: Indigenous Agenda, Health, Tax/Welfare, Defence, Climate Change, Employment, Workplace Relations, etc

This is a process which puts off decision making as long as possible and then typically takes the easy decision when it (finally) comes to crunch time. In my opinion this is symptomatic of a Government which is fundamentally populist in nature and doesn't so much lead as follow. It watches opinion polls slavishly, is desperate to avoid treading on toes, it bends over backwards to compromise.

It is hard to summarise the situation better than Ross Gittins so I won't try. Rudd has a record of over-promising and under-delivering, this to me is a critical failure of his leadership personally and his Government generally. What do you think?

PS: I am attempting to be somewhat apolitical in that I don't think I need to agree with the policies of a leader to think that they did a good job of leading (and vice versa).

Bad leader, pretty good PM. I dont like him personally, but i've still found no reason to vote against him next year... Quite moderate and responsible, all things considered

I read his speech to the conference today and the first 2/3rds were quite good!

Really? I loved his attempt to reclaim God for the left and his quasi-theological analysis of the GFC.
But he's a Prot. Actually worse.

I find exactly the opposite - good leader in the stylistic image sense of the word, but a really, really poor PM with regards to decisions, policies and following-through.

He's not too bad, although he has a really unrealistic view in making Australia a "better nation". I mean he thinks giving a way money to everyone is going to give more jobs and boost the economy :mad1: lol.. Dum shit
Having said that, The only reason most people will re-elect him (including me, if im old enough) is because the liberal's are a bunch of stingy sons of a bitc%.

I've only heard extracts of his speech, but he said something about being a reformist government, which is enough for me to understand he's bullshitting

I think he seems to have alot going for him. His politics don't fall in line with mine but I will acknowlege he seems kind, intelligent, hard working and in particular I feel he will manage foreign policy very well.

He doesnt make me feel safe, i'll say that much against him. When I see him up there, frowning like my teddy bear and all puffed up, talking about saving jobs and confronting terrorism, I dont fall for it.
