yes because approaching a complete stranger and initiating a conversation is just like any other social interaction in your life

everyone is a stranger till you get to know them lol

i was assuming that this person was talking in the context of a party, first day at uni or some sort of similar interaction where it is appropriate to approach someone you haven't met before to have a conversation with them.

Also, there isn't really anything wrong with talking to strangers on public transport as long as they want to too.

yes but rarely are you initiating a conversation with them ex novo. Most people are introduced to you, or at least you have some context for talking to them e.g. workplace, uni class

yeah lol i was mainly referring to an appropriate context (like workplace, uni etc. as you said) and i was assuming OP was too.
