    Ideally you should start from the inequality that 'cannot be refuted' and work your way towards the inequality you are trying to prove because the logical flow makes more sense.

    For those asking about state ranks, they consider your Ext2 (or 2U) marks to break ties for Ext1. Also, if I'm not mistaken where there are ties in the final HSC mark but the HSC external marks differ then the external mark is used to break the tie.

    Yes. They never expected it in the first place. It's not so much about 'correctness' as the conclusion only explains how the induction process works and is not really part of the underlying proof itself. You just won't get extra marks for writing a conclusion in the HSC.
