no u start with velocity = distance / time circumference is entire orbit which is the distance travelled by satellite and time is the period (90*60) so v=d/t = circumference (2piR/period)

can't you also use period formula?: T = 2piR/V and rearrange to get v as you know r and t which is 90 x 60?
