if somebody does a 4 unit subject ( eg- maths, eng), does their 2 unit mark really not count towards their ATAR ??? could somebody explain how it works ?

When you take Extension 2 Maths, Extension 2 is worth 2 units, Extension 1 is worth 2 units, and so your normal Mathematics 2u course is worth zero. So it doesn't count.
