say like you got an atar above your designated course but the demand exceeds supply and say only like the top 200 are offered, do you still have a chance of being denied?

The atar cutoffs that you see are from last year (or years before). This years cutoffs is done purely on what people want to do this year. Generally, most subjects don't change a lot, so even if you get above what was the cutoff for last year, it doesn't mean you'll make the cutoff for this year.

oh okay. thanks and also is it rare to see a course fluctuate to say about 3-4 points?

It shouldn't, there are generally bonus points for most courses/uni's as well.
