No, but they are not going to overlook your resume/having a pulse if you do have one.

I have worked in fast food/retail and didn't give them a cover letter

not usually, if they need one they usually say so
had 2 jobs in hospitality, one in reception, didnt need one for any of them
most places have an application form anyway
