I thought a rhetorical device was a type of literary technique, only its a big category so it covers a lot of different techniques.

rhetorical devices are used in persuasive pieces primarily, literary techniques are not used to persuade necessarily. When analyzing a book you're usually looking at literary techniques, when analyzing a speech or essay you're usually looking at the rhetorical devices used to engage and persuade the audience.
