No it doesn't change every year, syllabuses have a shelf life of 7 years or so, I think.

Year 12 in 2009 will start on the new syllabus for English.

So for every other subject (besides English) we will do the same work?

Syllabuses themselves aren't changed majorly every year, but some details do change regularly, e.g. texts studied in English, modern extension languages, etc.

With English, the syllabus proper isn't changed, the Board merely issues new prescriptions every 3 years. With all subjects, as has been pointed out they have a shelf life of quite a few years, but occasionally minor amendments will be made, e.g. the change in standard temperature/pressure in the science courses a few years back.
