No, because the fees required of a Domestic Fee paying student are paid annually - using the simplistic example that you mangled, it's actually a case of $45k (Domestic Fee) to $15k (HECS-Help) over the course of 3 years.
Also, DO NOT CONFUSE THE UPFRONT PAYMENT OF A DOMESTIC FEE PAYING STUDENT WITH THAT OF A HECS-HELP STUDENT! They are entirely different - A domestic fee paying student is required to pay a hell of a lot (i.e., their tuition costs in full) each year, whereas a HECS-Help student is required pay the balance of their tuition given that the government subsidises the greater part of their costs, and such students have the option of:
a) deferring what they owe to the tax office each semester; or
b) paying what they owe tax office upfront each semester, with a 20% discount thrown in for good measure.
In closing, as a domestic fee paying student you would be required to meet the full costs of your tuition, whereas as a HECS-Help student you would only be required to pay a proportion of such costs.
