Does anyone know how to explain why MRI scan can be used to:
identify areas of high blood flow

Blood is a fluid, such fluids are rich in hydrogen, MRI detects hydrogen density.

MRI uses the magnetic properties of hydrogen nuclei in scanning.

Blood = fluid = mostly water = H2 O
