to theoretically discredit 'hidden hand' theory that purports wealth trickling down to even undeserving poor ?
Surely the author must know that that particular bogus policy of Mao Zedung only lasted a short while for as soon as the dissidents revealed themselves as having alternative view, the policy was reversed and they were persecuted.

it might or might not. every course is different and with all this talk about cutoffs dropping its really hard to judge but it depends on the quality of the people applying too. we'll just have to wait and see
