basically, if the question appears to be just on issues, it will definitely be on policies as well
the structure i use for an essay that says sumthing like 'analyse the impact of changes in economic growth and unemployment on the australian economy' is background => cause => effect => policy responses
the same is for a policy specific essay...you will always have to bring in issues when talking about policies
