Without academic penalty, no.
Without financial penalty (i.e. you have to pay the course fee still), yes.

financial census date was 31st march. this means u can drop it and it wont appear in your academic transcript and u dont have to pay for it.
academic census date is 17th april. this means u can drop it andn it wont appear in your academic transcript BUT u still have to pay for it.
