Is there a clear outline of what needs to be learnt? Like there is for HSC courses?

Not sure about a syllabus, I am pretty confident however that the IT/Engineering courses need to be approved by there respective societies to ensure membership into that society.

At the beginning of every unit you will get an outline of what the content/expected outcomes will be.

You don't have an overarching syllabus like in high school, because you're more than likely not going to be all doing the same degree with the same units.
