could someone please explain to me why the answer is b? i thought you would find the proability that it would be the same and subtract from 1, so 1-(13/52 x 12/51 x 4) = 13/17

Considering the answer you got, it is still correct, as 13/17 is the simplified version of 39/51, so all you had to do was reverse simplify it and you would have gotten 39/51 which is the answer. You were just missing one step from getting the correct answer!
