I'm assuming you mean x = 1 and x = -3? Get the Cartesian equation of the parabola, find the coordinates of the two points and find the equation of the line joining those two points.

From which source did you take such a poorly worded question? I'm assuming differently to Trebla - that the points have parameters t=1 and t=-3.

x=2t and y=t^2 are the parametric equations, not the parameters.
