do you mean it touches the line 4x+y-7=0?

sorry but axis is a straight line correct?

How can the axis be parallel to both the y-axis AND 4x+y-7=0

Sorry I'll rewrite it, Find the equation of the parabola with vertex (3,-1) axis parallel to the y-axis and the line 4x + y -7=0 is a tangent
