The significance of the bombing of Pearl Harbour

Evaluate the idea that by 1941 Japan had no choice but bomb Pearl Harbour?

i dont think pearl harbour, maybe reasons for defeat. policies is likely though

My teacher said it would probably be on Allied Occupation of Japan, Allied Strategies or the reasons for the outbreak of war but I don't know, modern's unpredictable :(
