Can someone please tell me how to use the premium resources? this is what I get:

Go to the subject resource you want and then they'll be at the top of the page?
PrettyVacant is right. The premium resources are near the top of the page in the resources sections.
However (... and I suspect this might be the problem ...) there are only premium resources for some subjects, not all. So if you wanted premium resources for a subject for which they do not exist, then you may be forgiven for thinking the premium resources are not working.
I think a message should be given for the subjects for which no premium resources exist, like:
"no premium resources here yet"
- or
"premium resources will be here soon", - etc.
Whilst this may disappoint, it will at least allay potential confusion.

I went to the SAM (Student Assessment Modeler) and entered my HSC subjects.
Yes. Then those subjects will show up in http://www.boredofstudies.org/premium-resources.php
But you can access them anyway in the resources sections - which is just as well because you should be able to access these resources independently of SAM.
The trouble with SAM for premium members is that they cannot edit their student profile. I've emailed premium@boredofstudies.org requesting that the premium student profile is made editable.
