Q. about changing tute rego (1 Viewer)

Hiiii ..

Well I've enrolled in a tute and lecture for the information systems unit.. the thing is, if possible I want to change into a tute that 'will not be opened unless academic advice is received based on enrolled numbers' ..
So I get that it's not open.. but um, what does it mean? It won't open unless what..?

from logic im assuming it means that if they find there are more students than spaces in the tutes available, they will open more
