In reply to that question, a strategic officer makes a long term vision for the company therefore it CAN PROVIDE recommendations to e.g. outsource the Marketing dep etc
I know for mine I said in my recommendation after analysing the issues that the Marketing manager should be outsourced so the business can focus on its core business goals. The production manager to get more supervisors, the finance dep to have an independent audit section, the employment relations to partially outsource its functions like advertising for jobs and join the finance dep so they can share a common billing system so funds dont get lost. I said the strategic dept should have more supervisors and should involve the CEO.
It would be irresponsible for a strategic manager to say keep managers when the business needs to undergo dramatic change - especially at the management level.
On my signature I just signed it by a fake name

neva really learned how 2 do bus reports (our teacher was a cow then she was declared leagaly insane {we didn't do it 2 her honest

then she had a kid n we got this weird butch
