sometimes its akward staring
other times it can be rather rude
sometimes its flattering when you know they are "checking you out"
most times i'm not bothered..just depends on the person..and why they looking at you
might make you feel self concious

Make eye contact, defininetly. And, Never look away first.
If u look away firsyt, just shows ur a wussy and intimidated by them... let them look away if they are so concerned.
Dont do it with big cheesy grins or wide eyes though (stalker style).. this just freaks them out.
