the contentious issue of King Lear during reign of King James? (1 Viewer)

Here is an exerpt i got out of Cambridge Press King Lear, the intro part:

"In his first parliament, James had declared his intention of uniting the kingdoms of Scotland and England as one realm, Great Britain, restoring the ancient title and unity to the land. While he received considerable support from the lords and judges, the commons were hesitant and did not jump to ratify the proposal. Against this background of political activity, Lear's speech, "Know, that we have divided / In three our kingdom", must have been starting indeed........Shakespeare's play dramatised the tragic consequences of dividing the kingdom, as opposed to unifying it"

i'm not quite sure what its saying here. SO, the commoners have rejected the idea of King James' proposal to unite the Scot and Eng? YET, by viewing King Lear and the tragic of kingdom division, they (the commoners) realise the need for kingdoms to be re/united to perpetuate harmony and peace? and that in actual fact, King James' decision would have been a rightful thing to do?? YES/ NO?? i hope i'm right on this!
