Is it still possible to transfer even if you have failed a course in first year?

it is still possible. It depends on what you're transferring to. eg, arts/comm to law/comm i assume would be near impossible (due to the low wam) but from law/comm to arts i wouldn't think so.
I remember D94 (another bos user) saying something about the program faculty being managed by so you should check with them
