what does this mean?

"OTE $500 - $700 com. + inc. "


this is regarding a sales and customer service position. full time.
I've heard that OTE can stand for On Target Earnings, which mean if you don't meet ur quota, you could get paid nothing. well they didn't specify what the base rate is.

I think its [SIZE=-1]Ordinary Time Earnings?
Always ask if you get a base pay for commision jobs, or else it pretty much sucks.
