if you're referring to network management (bandwidth usage, server uptimes, server disk usage, router response times, etc...) a linux-based tool would be 'Nagios'. There's much configuration to do though.
MRTG also shows server uptimes and bandwidth usages.
If you're thinking about a home computer, the only thing I can think of would be NetLimiter. and supposedly DU Meter? does the same thing, but i've never seen the interface or what it actually does.
As for Network Auditing, 'Audit Wizard' will take care of it for you.
You create a script to load onto every computer on your network and it will send info back to your audit wizard server. that'll take care of most inventory for you that is on your network
