Everyone says state ranks are solely based upon external marks. I don't believe this to be true, there must be another determining factor as to who gets what rank. This is because, for example, within the HSC mathematics top 20 last year, there were 7 individual ranks within the 20. This cannot mean that first place recieved 120/120, tied 2nd 119/120, tied 3rd 118/120 etc, as there must be more than 20 people who achieve 115+ in the exam. If so, how do they decide who gets a rank?
