How do you tell your english teacher (who is the head of the department) that she is a biased marker and students of her class tend to get shitter marks than other teachers??

There are benifits from a biased marker. In what way is she biased? Positive/Negative?

After assessments/papers are marked, they should be passed around the staff room so everyone is marking to a consistent level. At least, that is what should happen.

Why would you complain when you're getting better marks than the other classes? :)
Positive bias - you won't be able to gauge how you're going. Not being able to see how shit you are because you're getting undeserved awesome marks.

Ask her to show you the average mark for each class, and if you see that the average mark for your class is lower than the other classes, ask her to explain why.
