For underlining and headings its ok, so long as your primary colour is blue or black. For my 2U and legal exams, I used red pen to write the quesion numbers.For headings, titles etc?

You can use either blue or black. But black is recommended because it can be scanned and read easier on screen. (Blue may be faint and may be unreadable in some areas), having saying that, they would have strong enough scanners to detect most blue imprints. So really it doesn't matter. Just black is safer.THey want us to use black due to exams now being photocopied (for business)

You are expected to provide for all of your examinations:
* black pens (blue is also acceptable but black is easier for markers to read)
* pencils, erasers, sharpener (use pencils where specifically directed)
* a ruler marked in millimetres and centimetres
* a highlighter pen.
