If someone finishes rank first after the trial, that means that their HSC mark is not restricted by the cohort if they get the highest exam mark.
When BoS decides on state ranks do they look at how much you are first by (assuming you get the highest exam mark, say 100%), or if your first internally and you get 100% raw that's a state rank for sure?
Because wouldn't a lot of people top their school and get 100% raw, so wouldn't they look at how much you're first by and how well the cohort, that you beat, went in the externals? (hope that last part made sense)
