if i get 90 as my overall assessment mark and then 60 in the exam
does that mean my HSC mark is 75

I cannot calculate your ATAR, But the HSC mark.

HSC Mark: Yes It would be 75, because your HSC Exams weighs 50%, where your school assignments weights 50% = 100%.
