Trust me, rankings from Year 9/10 will change quite drastically. Wait till you are in Year 11 and done your yearlies if you want a more accurate estimate. Even Year 11 is not that accurate - nor Year 12... However it is better.

whats dragging him down?
I'd say what would likely drag him down, even though his estimate could be in the 90s, is the fact that with a school ranked in the 100s, his externals will play a pretty big influence in his atar. Nothing is "really" or substantially dragging him down though.

It doesn't, but it can be assumed that generally as a schools rank is lower, so are the general academic levels of that schools cohorts. Although there can be students who stand out, in a school ranked 200+, being ranked eg. Last, would give you a much different result in your internal weighting of the atar than if you were last in James Ruse.

The big difference however, is if you come first at any school, the rank of your school, or academic level of your peers do not matter anymore. Being first means you have the same chance as anyone from Ruse, even their #1, at getting a high atar, which is then pushed through in the external exams.

We know that roughly 70% units taken at James ruse will get HSC mark 90+. Therefore, if you are average at James Ruse you will very likely get 90+ HSC mark in that subject.

A school ranked 200th will have approximately 8% of units score above 90+.
