Are the questions provided on Paul’s math notes, good enough to practice for HSC assessments or would that be a waste of time?

probably not as useful as cambridge/papers

I wouldn't discredit it as long as you know what's relevant (Calculus 1,2 and a small portion on D.E's) and what's not relevant.
