I just see it as a puzzle/strategy. Write down everything you know on a diagram, then play around with it a bit. Just fiddle around, and then look for the best method of attack.

Force the school to show a record of their policy where the reasoning behind this matter is clearly set out. If they fail to produce evidence of their policy, show them Board of Studies syllabus etc. and they'll be forced to let your friend drop.
