go through as many past hsc exams as you can and find the module youre writing an essay on, then write a thesis statement for it. it helps with adapting essays on the spot. also analyse your rubric, generally your question will be somewhat related to the rubric for the module

honestly it really depends on the person. some people prefer doing short answer first because they feel as if they can 'warm up' before the higher marked essay. others prefer doing the essay first so that they dont risk wasting time in short answer then being unable to finish the essay...
