off the top of my head, after you do the sidequest to get the HM, the gym earlier that wasnt open, opens up, and I think its the badge from THAT gym that lets you surf

before you go to the Hearthome City, a lady will give you an item. Go to that town and do the sidequest in the cave at the town and you will get surf after you need defag to get to the new city

I guess you can't use that ability like you would a HM anymore. In the old days, you could select it the same way as fly. It basically did the same thing as the escape rope .
