    You've got to be kidding me. Cost effective? HAH! Vaios cost an arm and a leg. Get a Toshiba, they are reliable and won't cost you as much as a pony. I personally wouldn't get a Compaq laptop as I and other people I've talked to have had trouble with them (for me the LCD screen stuffs up).

    If you don't love computers, spare the industry and don't get into it. There is no money in IT anymore, and you have to love the work. If your aim is to get a boring job that makes you some cash so you can have fun outside of 9-5, then go become a beancounter.

    Like Huy said, Mandrake or Redhat are good. They have plenty of wizards and automatic detection to get you on the road. LAN connections will be a sinch with either of them too.
