Its an old Republican title that used to indicate a 'seniority' of sorts in the old Republican senate.

This is a short answer? Ill try and make brief points...
*The Parthian Empire was another empire that truly gave Rome a lot of trouble.
*After the defeat of the Carthaginian Empire, the Parthian Empire gave Rome the most concern.
*Crassus the triumvirate had been soundly defeated by the Parthians in the battle of Carrhae and many small skirmishes were fought between Rome and Parthia for dominance in the East.
*Caesar himself had prepared for a grand campaign against Parthia before his death, and was not able to see it through.
* Eastern Frontier policy was centered around Parthia
* Foreign policy with the subjects nations around Parthia has always to have them pro-Roman so that they may provide a buffer state between Rome and Parthia

It's quite obvious, the start of the Empire, or else he wouldn't have mentioned 'princeps'

* Hailing the gods for their victories, esp Temple of Mars Ultor
* Shows importance of piety, especially filial piety

I'll think of some more when i'm not that tired...

I.e the start of the Empire, a Julian started the empire...

Also, if you've seen the choices, the two within 50ish BC and 15AD is Julius Caesar and the Julio Claudians, and i think it's bit obivious that Julius Caesar didn't start the empire.
