uuuuuuum god mentions in the quran u should to cover ur beauty but some women don't coz reasons eg:
-rasism
-husband don't want them to
-not ready yet (coz when u wear it , its permenant)
-don't know the meaning
-or even just don't want to
-family don't want them to if it's going to coz trouble (eg racism)

no women is allowed to be forced to wear it, it's forbidden in islam, god won't accept. The women should make the choice coz it's between her and god.
