Is it possible to call-bar one particular person? Maybe this could be more effective:

Hate it when I see your CallerID, makes me want to smash my phone, or makes me want to grab you out of the phone by the caller and smash your head with a brick (i.e. my phone).

duno about if you can "call-bar" someone but you can always divert selected calls to some1 else, eg.Kids Help Line, Pizza Hut

or everytime he calls you, call up pizza hut order 10 pizza to "Richard"'s address with his name

You call up whatever company you are with and you can get them to block any incoming calls from him.
