If you can't control his usage on his computer, then the only real thing you can do is fork out money for a managed switch and throttle his network port.

Or, get really creative and set up a proxy server and route all traffic from router to proxy to user (and throttle his IP).

Both probably equally expensive.

Perhaps you could find a program that does what some schools do when it comes to making download limits on students? >_> Or give a set time that he can download in [although adsl2 is fast so :x that doesn't quite work]

QoS on my billion router.. hehhee stops ppl from using more than i allocate speed wise.. its ADSL2+..

TPG have a traffic monitor.. i gave it to my brothers it on Whirlpool forums somewhere :)

i just tell everyone off if we get capped... and i charge everyone more.. :p.. that stops them too

adding on this, another alternative would be to get another computer and use it as a server, then run a program on that server to monitor the traffic to each of your computers.

aka - a proxy (linux / squid)
