fiscal outcome and underlying cash outcome (1 Viewer)

i get fiscal outcome (how it excludes one off transactions)
but whats underlying cash outcome?..
i checked my textbook and it said it is similar to fiscal outcome.. but calculated using the cash accounting system?.. (do i just learn that.. cuz i don't really get it...)

headline: includes all tranasactions
