In the following explanation:

"If energy is given to an electron in silicon, it will move to the conduction band. When a voltage is applied to the silicon, this electron will begin to move according to the voltage direction, and leave behind a hole where it used to be, and thus an electron-hole pair is formed. While the electron moves in one direction in the conduction band, the ‘positive’ hole moves in the other direction in the valence band, as the electrons in the valence band are constantly shifting to fill the hole, with their movement creating a hole where they used to be. "

Is it correct in saying that the positive holes are moving in the valence band?

Yes it is correct in saying positive holes are moving in the valence band. Just concentrate on the holes and imagine them moving through the valence band like how a free electron would move through a conduction band. That is the important part in that explanation.
