they wouldnt asign bands to raw externals. Bands are only assigned after alignment, moderation, and avg of both internal and external

if your internal and external dont avergae out to a band 6 your not in the honour roll. For example, If you get a 86/100 externally but 90/100 internallu, you wont make it to the honour roll regardless of the 90/100
