Say if Person A and Person B have come first internally and both get 90 in their external, and Person C (coming third) gets a 94, then what will the individual internal marks be??

If there are only those 3 in the class.
Person - Internal - External - HSC
A --------- 92 ------ 90 ----- 91
B --------- 92 ------ 90 ----- 91
C --------- 90 ------ 94 ----- 92

is it both A and B should get the top external mark, which is 94 ?

As there were two equal firsts the top two marks are averaged - so (94+90)/2 = 92 so the top two get 92 as their internal keeping their own external mark of 90 hence their mark of 91.

As the only other student received 94 in the exam, he/she gets to keep that 94 and adds the 90 (the lowest external mark) and ends up with 92 and thus beats the other two.
