Why is 2-propanol likely to undergo incomplete combustion instead of complete combustion?

Not 100% sure about this but if you look at the balanced equation.

, you need 9 moles of oxygen for the complete combustion of 2 moles of propanol. Since incomplete combustion occurs when there isn't sufficient oxygen, it is likely that there usually isn't enough available for complete combustion to occur.
