we have been told by teachers who are hsc markers heaps of times that '+' or & are fine..

even if it's fine, its proper and right to write it in full

symbols and numbers have no place in an english exam response

Technically, they're not actually interchangeable. & is to be used when connecting like things, 'and' is for conjoining terms.

I went to the beach with a towel, a packet of fish & chips, and sunscreen.

Notice the difference.
