Maybe you did use it on ICQ before. The SMS service provider ICQ used before was Far EastTone Telecommunication, a Taiwanese company. But couple of months ago, they changed it to a Filipino company calls SMART and its coverage is shit. Excuse for my language but just want to make the point.

Before the change over, Far EastTone Telecommunication covered almost everywhere in the world and you can see to all of the providers in Australia (Optus, Telstra and Vodafone). With now you can only send SMS to 6 countries, namely: Australia, Canada, Iseral, Philippines, Singapore and Taiwan (9 service providers in total). Not to mention it only supports Vodafone in Australia.

Oh I thought you meant ICQ before.
Of course you can send and receive messages with mobile phone. It's just the dodgy ICQ won't work.

You are talking about phone to phone overseas SMS? It charges the sender. For every overseas SMS I send, the company charged me 20 cents each.
