An internal mark of 60 and an external mark of 90 will result in 75. Neither of which is a Band 5, so the answer to your question is no. Unless you're referring to raw marks?

YES RAW MARKS... but would scaling put raw marks such as those..INTO A BAND 5 RANGE???

And also, what rank your school is. An 85/90 raw in the HSC is the equivalent of a Band 6, so I'd say, yeah, it would be sufficient for a Band 5
